Sounds like a driver resp. firmware issue.
NetworkManager uses a different driver interface then ifupdown to
establish the WEP based connection. This might explain why ifupdown and
NM behave differently.

I'm reassigning to the kernel for now.

Btw, you should definitely update your kernel:
2.6.32-trunk-686-bigmem is hopelessly outdated. Please test with the
latest kernel from wheezy and then report back.
