As a developer/debugging tool, it's in libflatpak-dev.<br>

If you can suggest somewhere that you would have looked for this<br>
information, documenting that would make sense (but I am not going<br>
to choose some random location and document it there, because there<br>
doesn't seem much point in documenting it somewhere where you would not<br>
have looked).<br>

Another reason why it should not be in the main flatpak package is that<br>
this would make the main flatpak package depend on python3, which otherwise<br>
is not required.<br>
