Actually, this comment came from FTP Masters when they approved the
python3-genshi NEW package.  The source tarball comes with both generated
.html and source reST files (in .txt), so they want us to generate the .html
from the .txt files.  I took a quick look at it looks like there's a setup.py
command to do this, so that would just need to be integrated into d/rules.
