    rebootstrap: discard powerpcel
    
    Nobody ever really tried to bootstrap this arch. A gcc-6 patch has been
    rotting and now it doesn't even do the toolchain phase. Given complete
    lack of interest, drop it.
    
    This commit removes the following jobs:
    
    rebootstrap_powerpcel_gcc7
    rebootstrap_powerpcel_gcc7_supported
    rebootstrap_powerpcel_gcc8
    rebootstrap_powerpcel_gcc8_supported
