[Raspbian-devel] No Cron or At Jobs

I have installed jessie lite and want to make cron and at jobs
work. A search for how to enable cron and at jobs mentions
changing a value in a script whose path does not exist on the Pi
I am working on. There is no /home/pi/.kodi path so how do I make cron
and at jobs run? At  is installed and cron lets me edit crontab
as one might expect but nothing runs at the expected times.
