Hi,

Whilst working on the Reproducible Builds effort [0] we noticed
that squeak-plugins-scratch could not be built reproducibly.

This was because the upstream Makefile was not respecting CFLAGS
and/or dpkg-buildflags and thus was missing the -fdebug-prefix-map
GCC argument.

Patch attached.
