Hi,

Whilst working on the Reproducible Builds effort [0] we noticed
that python-oslo.reports could not be built reproducibly.

Patch attached that removes the Python tests module from the generated
documentation; it is not only useless to an end user but it also
includes random/non-deterministic contents.
