AFAICS, this issue stems from sphinx itself and not from kitty's configuration. 
There was a pull request that got merged at [1] that ensured that ordering in
searchindex.js was consistent and not deterministic.

There hasn't been a release since that PR was merged, so I guess we're waiting
on sphinx to release a new upstream version, and subsequently a Debian upload.

I've added this note to d/salsa-ci.yml.
