This is the case here, given that the failing test is
> FAIL: modules/date/tests/test_date

Did you try with tzdata not installed in the chroot?

I can reproduce the failure with tzdata not installed. If I install tzdata, it
builds fine. The package probably needs a build-depends on tzdata (and maybe a
depends as well).
