I manually altered the package to depend on perlapi-5.20.0, that worked
just to confirm it is then installable. (I then get a segfault trying to
run slic3r so can't confirm it's really working, but that is probably due
to my messy perl environment left over from installing slic3r from source
previously. Very unlikely to be a bug in Debian.)

I think the upstream devs are already aware of the locale issues, they go
back a long way, but there isn't one cohesive bug report to refer too, it's
scattered across the issue system. I'll investigate further on 1.2.0,
perhaps some or all of them are non-issues now, my last tested version was
slightly old, i think 1.1.2 or thereabout.
