[3dprinter-general] Standardize names in debian/patches a bit?

A while back I came across the following debian/patches/README in one of
the Debian packages I looked at.  I do no longer remember where:

  0xxx: Grabbed from upstream development.
  1xxx: Possibly relevant for upstream adoption.
  2xxx: Only relevant for official Debian release.

It document the simple idea that the quilt patches in debian/patches/
should have sequence numbers based on these three categories, and the
patches fetched from upstream should be applied first, then the ones we
want upstream to accept second, and the Debian specific ones last.

I've since adapted this approach for my packages.  What about doing it
for the packages maintained by the 3dprinter team too?
