[3dprinter-general] libarcus is marked for autoremoval from testing

Hi,

Cura is currently affected by 
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1059648 because it 
still build-depends on the deprecated sip4 package python3-sip-dev.

This dependency is no longer needed since Cura 5.0, as it already uses 
SIP 6.x.

I pushed changes to libsavitar, libarcus and pynest2d to remove the 
dependency. All packages build without issue when python3-sip-dev is 
removed, and Cura works without problems.

Could someone upload the updated packaes to sid, please?
