   * New upstream version 5.3.0.
   * Build with a copy of the standardprojectsettings CMake module shipped in
     debian/standardprojectsettings instead of a separate package.
   * The Python bindings have been split off into the separate pyarcus source
     package; drop the python3-arcus binary from this source package.
   * Refresh patches: use CMake's FindProtobuf module, add the missing
     <cstdint> includes (headers moved to include/Arcus), and add install
     rules plus CMake package configuration files (upstream relies on Conan
     for installation).
   * debian/tests: Compile a test program.
