This is still true and Gitlab upstream is unsure how to do that.

This is, as I see it, not a good idea, at least if you want to have this
group only including DD directly.  Currently Master access is needed
both to add new members and to add new projects.

It seems in the meantime this was changed to something like
/teams/$name/$repo.  Was this change deliberate, as subgroups still
can't have pages?

Did we ask DSA if they could spare another IP and use DNAT to redirect
this to a high port?  At least I think this is the solution mentioned in
the documentation.
