Mailman also has a lot, or all of it, via email (not sure about
moderation, though).

I agree for Mailman 2, but have no experience with Mailman 3.

It's also quite straightforward to write software to meddle with the
settings of mlmmj based lists, since the configs are mostly (all?) plain
text files.
