[Alioth-staff-replacement] alioth/salsa docs

Jumping in here to say that i've worked on the wiki docs to mention the
list migration project but also other salsa/alioth migration work.

Now we have:

https://wiki.debian.org/Alioth#Deprecation_of_Alioth

lists all the alioth services and what happens with them. migration
procedures are not here, but below:

https://wiki.debian.org/Salsa/AliothMigration

shows how to migrate from Alioth to Salsa. a completement to the above.

https://wiki.debian.org/Salsa/Doc

generic docs about Salsa, not relevant to the Alioth/Salsa migration
directly. when relevant, there's a link from AliothMigration to SalsaDoc
instead, so that the docs (e.g. Canonical URLs) are available for people
just looking for salsa docs as well.

i hope this helps, but also that people keep on contributing docs in a
structured way. :) avoid duplication!
