How about adding a Breaks: amavisd-new-milter and a Suggests: amavisd-milter to
amavisd-new and inserting a paragraph into it's NEWS file? This would minimize
the necessary changes to amavisd-new and amavisd-milter package (and yes, with
permission of Alex I would also do this myself ;-) ).
