if you want to remove this package, why not doing it?

In the meantime, this actually became the last blocker (I hoped the
others partial removals were enough, but they allegedly were not) for
migration of all the android stack to testing, I asked FTP masters if
they are willing to break android-tools by forcing the removal of
android-system-dev.
