[Android-tools-devel] Bug#827215: stub for now

Since renderscript is only used in very few apps, and it looks like a
lot of work to get the whole renderscript system working in Debian, I
propose that we stub out renderscript stuff for now while we are getting
the essential parts working.  So for this issue, how about making it a
shell script that just echos "this is just a stub, implement me!"?
