[Android-tools-devel] package: Google m2 repository installer

I don't think we should upload this one to Debian since its all non-free
proprietary libraries.  the android-m2repository is all free software,
as far as I know.

A good option to package would be any of the packages that are free
software, but difficult to build from source.  The Android NDK is a
perfect example.
