[Android-tools-devel] package: Google m2 repository installer

(for anyone who missed it in IRC)  This google_m2repository package
would be allowed in non-free by Debian rules.  The question is really
whether we as the Android Tools team want to promote Google's
proprietary libraries.  I personally do not.
