[Android-tools-devel] package: android support m2 repository installer

Yeah, 33+1 is a better version.  The support library can definitely be
built from source, and we should do it. The android-m2repository
includes every single binary release of all support libraries, so that's
something we are unlikely to do in Debian packages.

The package is named after the upstream package:
android_m2repository_r33.zip
