google-android-ndk-installer was removed from unstable and testing in
Sepember because it's been replaced by google-android-installers. See
https://bugs.debian.org/838653

google-android-ndk-installer was recently re-introduced but the binary
package (13b) has a lower number than the google-android-ndk-installer
provided by google-android-installers (1472023576).

I recommend either:
1) remove the google-android-ndk-installer source package again, or
2) remove google-android-ndk-installer from google-android-installers
and use an epoch in the google-android-ndk-installer binary package.

Note that it's possible to have an epoch for the binary but not for
the source. There's an example at
https://sources.debian.net/src/iproute2/4.9.0-1/debian/rules/?hl=35#L35
