[Android-tools-devel] Bug#869286: android-platform-tools-base: imgscalr is now available in Debian

I have recently packaged imgscalr for Debian. I noticed that your
package disables imgscalr explictly. I believe this patch is no longer
necessary and you can just build-depend on libimgscalr-java.
