[Android-tools-devel] Bug#911262: fastboot: no fastboot version 8 in experimental

There is an circular dependency between `android-platform-system-core` and `android-platform-system-extras` and the way we solve it is to do staged uploads on `android-platform-system-core`. `fastboot` is disable on stage1, and we will bring it back in a full upload soon.
