[Android-tools-devel] build tools license agreement error

If you are using ./gradlew, then you're not using the Debian gradle.
./gradlew will download the binaries from gradle.org.
If you want to use Android binaries with the Debian packages, then
you'll need to manually put them into the right folder under
/usr/lib/android-sdk. That's my guess as to the cause of your problem.
