Tracker lists source package versions, not binary package versions.
Source packages and binary packages can have different versions.
The most common example are binNMUs.

No, the versions for the binary packages are defined in
debian/rules.
"apt-cache show" says:
Package: google-android-platform-23-installer
Source: google-android-installers (1472023576+nmu3)
Version: 23+r03+nmu3

Version: 24+r02+nmu3
