android-platform-system-tools-hidl build-depends on android-libcrypto-utils-dev.
android-libcrypt-utils-dev is built from the android-platform-system-core source
package which was recently removed from testing at the maintainer's request and
also has a request outstanding for removal from unstable, see

That bug report says that android-platform-tools is the replacement for
android-platform-system-core, but I don't see an obvious equivilent library
built from that source package.
