[Android-tools-devel] Bug#1014831: android-platform-frameworks-base: aapt2 command does not work at all

Dear Maintainer,

aapt2 does not work at all, even `aapt2 version` fails.
So I disabled the aapt2 invoking while building for 1:13~beta3-1~exp1:

Need to fix this issue before uploading to sid.
