I've opened an ITP as Bug #1101136. You can see the source code here: 
<https://salsa.debian.org/tachi/android-udev-rules>. I'll move the repo 
to the appropriate Salsa namespace when ready.

As also mentioned in the ITP, I'd greatly appreciate help regarding the 
correct set of Conflicts/Breaks/Replaces fields needed.

That's great news! As I use Android myself with a non-stock OS, and try 
to keep up with its development (at a really high level), this sounds 
really interesting to me. I'll give that page a read. Thanks for letting
