[Android-tools-devel] Initial commit of "systemcore"

Hi,

as an intermediate result, I committed the packaging for 'liblog' and
'libcutils' (including -dev packages) in the 'systemcore.git' repository
of this project.
At some point, this should be merged with the standard android-tools
repository that contains adb, as adb depends on libcutils (and libcutils
itself depends on liblog).

I have some more library packages ready but since I don't know if the
current one fits the quality requirements of Debian, I would like to get
some opinions on that in advance.
