[Android-tools-devel] Missing dependencies of SDK tools

Hi Kai-Chung,

By looking into code I have found that Jack and Jill is mainly used for
converting
byte code and libraries into jack and are not contributing to core
functionality. So I
was wondering if it is essential to package them.
