No. You can apt-get install libapt-pkg-dev/experimental
to install the dev package as well as the (new) library packages.
You can't install the new apt version, that's right, but you don't have to
to use the library (the download methods are in the apt package, but
as the library uses a text-interface to communicate with them
the "old" methods can work with the new library without a problem).
Just make sure to rebuild (or install from experimental) libept first
against the new libapt api - otherwise ld will have a lot of fun mixing
two libapt versions together for aptitude (but it warns you about that).
Last time i tried building aptitude with libapt/experimental it was
successful (built - i haven't installed nor tested it at all).
