Unfortunately that file is broken (and with 224K far too small):

bzip2: Compressed file ends unexpectedly;
        perhaps it is corrupted?  *Possible* reason follows.
bzip2: Inappropriate ioctl for device
        Input file = (stdin), output file = (stdout)
