The changelog at
http://ftp-master.metadata.debian.org/changelogs//main/a/apt/apt_0.9.7.8_changelog
(via http://packages.debian.org/stable/apt) seems complete. First
entry at the bottom:
apt (0.0.1) unstable; urgency=low
* Initial Release.

So apt is a little more than 15 years old.
P.S.: Contact for apt would be the mailing list deity at lists.debian.org
(Cc'ed), you reached the contact for the tool aptitude which uses
apt's libraries.
Regards, Axel
