I ran into this already, too. Looked like a "feature, not a bug" to
me. But maybe it's really a bug.

Select a package, press "v", press "+" on the package in Testing,
press "g" 2x.
After the package has been downgraded, exit aptitude. Start aptitide
again and the package won't be listed in the list of upgradable
packages (i.e. not match ~U).
If you then select the package again, press "v", press "=" on the Sid
version to upgrade the package to Sid again, and then press ":" to
keep the package at the testing version, exit aptitude with 2x "q"
and then start aptitude again, it will be listed as upgradable again
(hence matches ~U).

I don't think, that's necessary, at least Testing usually has lower
pinning that Sid on my Sid machines.
If that's not enough to reproduce the issue, feel free to tell me
which other details may be relevant, because I'm very sure to easily
reproduce this issue on several of my Sid machines on multiple
architectures.
