I am another user who has recently experienced the same bug.

Actually, I have seen this issue on several boxes with a number of
different packages left "partially installed" (dbus and systemd-shim
are one example set of packages, but I have also seen the same
misbehavior happen with cups, hplip, and other packages...).

I have not identified any clear pattern: I failed to figure out which
package configuration failed, if any.

I also worked around the issue with "aptitude reinstall dbus" or with
"dpkg --configure -a".

I agree, but it seems to me that there are probably two distinct issues
here:

  a) some packages are mysteriously left in a "partially installed"
     state (it's not clear to me why)

  b) aptitude promises to fix the situation, but it does not


I hope these bugs may be successfully addressed soon.
