IMHO, it is sufficient that aptitude forbids the selected version
and all the *previous* versions. Said otherwise, aptitude should
do a > test on the versions, instead of a != test.

It is very unlikely that users want to forbid version X only and
still allow to upgrade or downgrade automatically to a *previous*
version.
