Is the short description that you mention the horizontal line in the
main view, between the package list and the bottom half with package
description and information, with blue background and white bold text?

I don't know if in the version that you reported it the color schemes
were different and less visible.  I agree that sometimes might not be
very noticeable, but on the other hand I don't think that it can be made
much more clear.  For me, the visual cue that makes it noticeable is
that when one moves to different packages, the lengths of description
are different so it gets my attention.  And if I miss it, no big issue,
I can go into Package Info screen to see the short and long description
in a more clear way.

>From a UI point of view, I think that one's eyes/brain consider that
just a horizontal separation line, so it doesn't strike as containing
important information for the brain to consume.  However, aptitude's
curses interface is quite limited compared to full GUI applications, and
short of making the text blink or not have text on that line and instead
add it below (in which case, we do not make use of a line of text --
whether that's good or bad, depends on one's point of view), I don't
know how to improve it.

So at the moment I am marking this bug as 'moreinfo', to see if anybody
has suggestions about how to improve this, or at least opinions if it's
worthy to do.
