JFTR: Aptitude 0.7.2 on my system can satisfy the mentioned dependency
of qgis on Debian Sid amd64 without any issues, independent of the
fact that libgdal1i is already installed or not.

So for me it looks like a not uptodate or complete local package list,
because that error message usually appears if a package is mentioned
as a dependency, but not available in the package lists (including
provided, i.e. virtual packages).

So please run "aptitude update" or "apt update". If that doesn't help,
please delete everything from /var/lib/apt/lists/partial and again run
"aptitude update" or "apt update". This should solve the issue.

Oh, and please use either reportbug or M-x debian-bug in Emacs for bug
reports so we get information about the distributions you have in your
sources.list and other meta-information. Without that, such bug
reports are a lot of unnecessary guess-work.
