Yes, clearly, about this bug, I needed "safety" first, at least to
make "The solution that cancels all the user's actions." (cost 20000)
better than "Solutions that install packages from non-default
versions" (cost 50000).

And the first thing concerning downgrades would be to document where
they occur. Then, this will be more clear. I've opened a new bug for
this documentation issue.
