Since H is a strong form of "forbid-version" (Hold == Forbid all
versions), or "forbid-version" a weaker form of Hold (Forbid-version ==
Hold it while candidate version is 1.2.3-4), I think that it's perfectly
fine that H overrides F visually.  In the cases where H is the one
shown, it the behaviour overrides the one represented by the F.

I think that using 'h' or 'H' for distinguishing which cases have also a
Forbid all is unnecessary, since again, while H is present, F doesn't
apply.

That could be an idea, but not for the reasons of this bug report, and I
don't consider doing it at this point.
