Hrm. Several things don't fit here:

a) I can't reproduce this, neither with aptitude nor with apt-get.
b) If aptitude and apt-get are affected it's likely an issue in the
   package apt and not aptitude. (Easily fixable by reassigning. But
   let's wait with that…)
c) This smells a lot like https://bugs.debian.org/848798 in the
   package binutils. But then again, that issue is only present in
   unstable and not stable while you reported that bug report from a
   stable/jessie release as it seems

Any chance that there was a stable/unstable mixup when writing the bug
report?

If not: Are there any traces of a file system corruption (e.g. in the
output of dmesg or so)?

What does "debsums -c apt libapt-inst1.5 libapt-pkg4.12" or "dpkg
--verify apt libapt-inst1.5 libapt-pkg4.12" say?
