Maybe.  Maybe not.

Everything under /var/lib/apt, /etc/apt and other dirs with /apt/ in the
name are something internal of libapt, and /etc/ld.so.cache of the
shared library loader, I think, so in principle there's not much that we
can do about this... and the operations on aptitude's user config file
was already improved lately.
