[Aptitude-devel] Bug#817276: aptitude: cannot install packages on a dumb terminal

The fix for bug #317928 has the annoying side effect that aptitude
refuses to perform various actions on the commandline on a dumb
terminal, e.g. "aptitude install <package>" or "aptitude safe-upgrade"
now fail with the error message

aptitude cannot run in ncurses mode with terminal type "dumb"

This breaks running pdebuild from within Emacs, for instance.
