No idea, but the file is here:
https://anonscm.debian.org/cgit/aptitude/aptitude.git/log/?h=pristine-tar

and I build with gbp and roughly the same commands.

Maybe you need to "pull --all" or something is not right in your local
repos?

Also, if you checkout by hand the orig.tar from pristine-tar to the
parent dir, it should work.
