I am not sure what's wrong there, but the same code has been working
fine without changes for many years, at least 5 or so, and part of the
code doing the job of grabbing files is actually the libapt library.

Since this happens with Raspbian, there's a small chance that it's
broken in Raspbian but working in the equivalnent Debian one.  Would you
be able to try, or are the packages/ABIs completely incompatible?
