[Aptitude-devel] Bug#498241: no ?action(forbid-version)

I encountered this problem today. I'm trying to match all packages which
will upgraded on the next run, but turns out to be non-trivial.

'~U' includes packages with holds and forbids (and according to the
description: "packages that can be upgraded" would be fine).

'~aupgrade' still includes forbids though.

I understand "forbid" is not an action, but a flag in the package state.
We have a search term for the 'auto' flag (~M), why not introduce a
search term that can be used to match packages with it?
