I am curious if there is a way to filter out default routes based on
policy routing?

Consider:

2002:0001:0000::/48 gw1 - host1,host2,host3,host4 - gw3
                                                                               |
2002:0002:0000::/48 gw2 - host5,host6,host7,host8 - gw4

both gw1 and gw2 supply a default route via babel to their connected hosts,
and and so long as gw1 or gw2 are up, babel will do the right thing,
connecting via gw3 and gw4, or gw1 or gw2 whichever is better.

but when gw1 goes down, the default route gw2 has will propagate to
hosts1-4, and
access to the internet be rejected
as that 2002:0002 cannot route 2002:0001 addresses, or worse, vanish
into the ether...

There are similar issues in correctly implementing ULA addressing.
