The above is an excerpt of "ip -6 ro" output.

Perhaps it's worth checking the netlink messages going from kernel to babeld to tell the difference and if it is related to the recent removal of the route cache from the kernel. The point is, /sbin/ip may perform some additional processing itself depending on how particular distribution cooked it today.
